Approval of the Health Insurance Budget for 2026

On 20 October 2025, the General Council of the NIHDI approved the 2026 health insurance budget, set at €46.775 billion. Of this amount, €40.986 billion is allocated to healthcare reimbursements under compulsory health insurance (+3.2% compared to 2025). This increase is based on the 2025 budgetary objective, adjusted by a real growth norm of 2%, a 2.72% health index adjustment, the deduction of compensations for pharmaceuticals under confidential agreements, and the deduction of non-allocable measures (€310 439).

The budget includes actions related to healthcare objectives, prioritizing efficiency, data use, improved primary and integrated care, financial accessibility, and prevention. In addition, €1.59 million is earmarked to strengthen financial protection for psychiatric patients, through the inclusion of long-term psychiatric stays in the maximum billing system.

To ensure sustainability, savings of €474.9 million are planned across sectors, including medicines (€227.9 million), physicians (€150 million), hospitals (€50 million), and other sectors (€47 million).
